Russia plans to spend $38.6 billion on semiconductor catchup

The Russian government has developed a plan to spend almost 3.2 trillion roubles (about US$38.6 billion on Russian electronics up until 2030, according to Cnews.ru.

Of this amount the authorities want to spend about 420 billion rubles (about US$5 billion) to develop manufacturing processes from 90nm down to 28nm CMOS by 2030, reportsCnews.

However, domestic customers were reportedly “very sceptical’ of the possibility of success for the project. Russia has largely let its semiconductor manufacturing capability atrophy and has come to rely on Taiwan to manufacture its chips or buy from abroad. With the sanctions now imposed on Russia since the attack on Ukraine Russia is being denied access to both these channels.

The plan, authored by the Russian Ministry of Industry and Trade is due to be sent for approval by the Russian Prime Minister Mikhail Mishustin on April 22, 2022. The list of those responsible for the implementation of the new national electronics project includes the Ministry of Digital Transformation, the Ministry of Industry and Trade, as well as two specialist ministers – Dmitry Chernyshenko, who oversees the IT sector, and Yuri Borisov.
